Tsagaanchuluut is a sum of Zavkhan Province in western Mongolia. Tsagaanchuluut sum was founded in 1952 by a group of 9,10 Tsagaankhairkhan soum of Shilvuut sum of 9,10 Tsagaankhairkhan sum of Shilvuut sum of Zavkhan province, Tsagaankhairkhan sum of Zavkhan province of Choir soum. It's called Tsagaanchuluut.

Tsagaanchuluut sum has a population of 1400 with 257.4 thousand hectares combined with Gobi khuur. It is elevated to 2174 meters above sea level. Gobi, steppe, and Khangai region. Taishir soum of Govi-Altai aimag, Shilgeltai soum in the east, Otgon soum in the east, and Tsagaankhkhan soum to the north.

It is 1050 km from Ulaanbaatar and 100 km south from province center.
