Telmen is a sum of Zavkhan Province in western Mongolia. In 1931, a sum was established by Bayanjargal sum of the Kindergarten Mandal Hill, "Ihjin Mountain", "Bayasgalant Sum", "Ider", "Tsetserleg", "Bayanzurkh" and "Bayan-Airag Sum".  It has a population of 2800 and has an area of 344605 hectares and has an estimated 11,471 head of livestock.

Eastern part of Zavkhan province, 860 km from Ulaanbaatar and 122 km from province center. Tosontsengel, Nogrug, Yaruu, Ider and Zuunkhan province Tsetserleg sum.

The mountains are in the Bulna Mountains, the Deer Mountains, Bayanzurkh and the Khukh Rocks in the Khangai Mountain Range, the White Rock and Uguemann Mountains. Khuren Tal and Naran Bulag valleys.
