Uulbayan  is a sum (district) of Sukhbaatar Province in eastern Mongolia. In 1924, it was established in the name of Uulbayanmunkh Mountain and was established by Munkhkhaan Mountain in Khan Khentii province. It was established in 1931 by Uulbayanmunkh sum and belongs to Khentii province. In 1942 he moved to Sukhbaatar province and was named Uulbayan sum.

Soum land has low hills, rocky hills, gobi soil and salt marsh. Iron ore, fluorspar, shale, coal and construction materials.
